West Bengal Green Energy Development Corporation Limited a Public Limited company has been incorporated by Department of Power & Non-Conventional Energy Sources, Govt. of West Bengal under the Companies Act, 1956 on 26th December, 2007. Under the West Bengal Rules of Business as published on 15th Nov 2019, WBGEDCL comes under the aegis of the Department of Non-Conventional and Renewable Energy Sources (NRES) and is mandated specifically to take up all works related to renewable energy within the State, formulate and implement RE policies and projects, coordinate with State agencies.
The main objective of the Company is to promote grid connected renewable energy project and various green energy sources and to develop and execute special renewable energy project on commercial and / or demonstration basis through PPP mode and also to ensure investment of Private sector in Renewable Energy Sector.
WBGEDCL has executed many RE projects and has given Project Monitoring Consultancy to Central Govt and State Govt departments, since inception. WBGEDCL has installed the first in South East Asia Mega Watt (MW) scale grid-connected solar power plant in our Country with feed-in tariff policy announced by the Ministry of New and Renewable Energy, Govt. of India. The plant was commissioned in two phases, first phases for 1.1 MWp (installed 29.05.2009) and second phases for 0.9 MWp (installed on 30.03.2012) on commercial basis with sale of Solar Power to India Power Corp Ltd (formerly DPSC Ltd).
Other project includes Solar Water Heating System, Solar Rooftop and Ground mounted Projects, Solar Stand-alone hybrid systems, Building Integrated Solar Power Plant, Waste to Energy Projects, Solar Home Lighting Systems, Solar lantern distribution, Solar Street Lights, Solar Highmast Systems, Solar e-cooking systems.
WBGEDCL is presently executing Solar Power Plant with Battery Energy Storage System, Electric Vehicle Charging Stations, Solar Cold rooms, Solar De-Salination drinking water systems, etc.

WBGEDCL is also planning to execute utility-scale grid-connected solar power plants, rooftop solar installations, floating solar projects, solar parks, and Battery Energy Storage Systems (BESS) [ to Improve peak-time reliability and manage load curves, enhance RE absorption and reduce curtailment, defer investments in grid reinforcement], EV charging infrastructure etc. A portion of these projects will be executed in CAPEX mode as demonstration initiatives to build investor confidence, while the majority will be implemented through Public–Private Partnerships (PPP), attracting private investment into the State.
The power generated from these projects will be allocated first to WBSEDCL for injection into the State grid. In the event WBSEDCL declines, the energy will be made available to Commercial and Industrial (C&I) consumers within the State via open access to be facilitated by WBSEDCL. WBGEDCL also plans to generate revenue by charging one-time facilitation fees and trading margins, thereby ensuring that most projects can be implemented with minimal or no financial burden on the Government.
These initiatives are expected to benefit the State by attracting significant private sector investment and expanding utility-scale renewable energy capacity, thereby supporting the State’s RPO targets and national climate commitments.
WBGEDCL has a wide experience in execution, operation and management of RE Projects. Present execution is being implemented by many experienced employees of WBGEDCL.
